By integrating climate projections, nature-based solutions, and structural defenses, IFMP aims to create adaptive, holistic strategies that balance safety, equity, and ecological stewardship. The guide emphasizes flexibility, treating IFMP as a living document that evolves with changing environmental and social conditions.
